Stylesheet images not "PUT" - any solution?

Question

I have a stylesheet that includes calls to image files but
those css image files are not being "Put" to the Remote site when I
update the local files and then 'put' those files to the remote and
testing locations
In the site template, I have this:
<link href="css/stylesheet.css" rel="stylesheet"
type="text/css" />
The stylesheet.css file has image calls like this:
#topmenu li a.active {
background: url(images/topmenu_active.gif) no-repeat bottom
right #FFFFFF;
color: #484848;
The topmenu_active.gif file (and the others called in the
stylesheet) are the ones not being sent to Remote or Testing.
Here's how the dir and file structure looks so far:
/css/
/css/images/(all the stylesheet images go here)
/images/
index.php
Is there someway to have the stylesheet images be 'put' when
I update the local pages, or do I have to manually upload those
each time?

You could add a preload-image behavior to the body tag for
these images,
these should then be recognized as dependent files
