Template problem - displaying css in Safari

Question

Safari disables CSS after adding an Editable Region to a
template.
Safari seems to be choking on
<!-- TemplateBeginEditable name="" -->
<!-- TemplateEndEditable -->
tags. When these tags are deleted the page shows up just fine
in Safari. However if they are added anywhere, Safari does not take
into account the CSS associated with the page (take a look
http://www.earthskysea.com/ERSS/departmentinfo/index.html
in Safari and Firefox to see what I am talking about- Firefox
displays the page correctly, Safari does not).
Any work-arounds/solutions to this problem would be much
appreciated.
