That means that you are using an Apple ID created for a different country than the App Store you are using, so you have two possibilities:
1. Press the flag at the bottom right of the App Store and change the App Store to the country where you created the Apple ID.
2. Create a new Apple ID on the country what the App Store you are using now is designed

I have the same issue...I called Adobe and they said that Acrobat 8 is not compatible with Windows 7 ...so I tried installing the suite again without Acrobat and still the same issue....does anyone know if this issue is resolved by getting the new CS5 suite??? Perhaps try downloading and saving a copy of the installer to a different PC. (If you're on a 32-bit Windows system, try to download on a different 32-bit Windows system.) Copy the iTunesSetup.exe installer to an external hard-drive, or a large-enough thumb drive or burn it to a CD-R. Carry the installer back to your PC, copy the installer to your hard drive. Apparently cookies was turned off in Safari. I rarely use it so I have no idea how that happened. Anyway, turning them on seems to have cured the problem.

Itunes can only provide what the owners of the distribution rights to the music provide.
If the owner of the rights do not provide it, then itunes cannot sell it.
You would have to ask the owners of the distribution rights in each country why they do not provide them at the same time. -

I have an ipod touch and have no similar issues - is this an itunes account setup issue?Have you tried logging out of your account via Settings > Store and tapping on your account id on the right-hand side, and the logging back in to see if that makes any difference ?
You could also try a reset and see if you can then download them after the iPad has restarted : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
A third option is to download one of the updates to your computer's iTunes and connect your iPad to it and sync it across, and then see if you can download the other apps/updates directly on the iPad. -

You trying to download this music on the phone or on the computer? If you are trying to do this on the phone, that is why it won't work. You cannot download files directly to the phone except through iTunes.
