Can't get .htaccess to work

Hi,
i have tried to put an .htaccess file on a directory on my webserver but without luck. I am using Snow Leopard server.
I did the following things:
1. I looked up the httpd.conf and edited the part directory part that applies to all directories on my webserver. I changed allowoverride to ALL.
I used to following commands in terminal to edit the httpd.conf file:
CD /private/etc/apache2
sudo pico httpd.conf
2. I created an .htaccess file and .htpasswd using the pico editor in the terminal
Using the following commands:
1. cd /Library/Webserver/Documents/camera (this is where my subfolder is located)
2. sudo pico .htaccess (copy paste) ctr+o (saving) ctr+x
3. sudo pico .htpasswd (copy paste) ctr+o (saving) ctr+x
The htaccess file: http://localhostr.com/files/9c579c/Screenshot+2010-08-28+at+7.51.10PM.png
It still does not work, what am i doing wrong?

Creating the file .htpasswd with a normal text editor ist not the correct way. Apache brings the tool htpasswd with it, use that. See the man page for htpasswd on your Mac or the website of the Apache project: http://httpd.apache.org/docs/current/programs/htpasswd.html
