Cannot enable sorting when user Order by in datwarehousing functions

Question

I could understand why sorting is not possible when order by is specified in normal sql.
But getting
"sorting can't be used when query contains "ORDER BY" clause"
when my query has datawarehousing functions with order by, as below:
Select
col1, col2,
RANK() OVER (PARTITION BY col2 ORDER BY col1) rank_of_col1
from tab1;
Is it a bug in APEX?

I was curious about it so I turned on tracing in the session that the App Builder was using in the database. I then tried to create a report with an 'order by' clause in the text and here is what I believe to be the relevant section of the trace file:

=====================It looks like it simply does an 'instr' for the text 'order by' in the source text area:
