Cannot install itunes, because previous version cannot be removed.

I just removed Itunes (not sure the version) because I kept getting a message that I was unable to burn or copy any cd's and would be required to re-install Itunes. Now I try and download Itunes newest version and I receive a message that says Previous version of Itunes cannot be removed,please contact system administrator. I usually run my Ipod Shuffle and my daughter's Ipod touch. Now, I can't run either of them. Can anyone give me a suggestion that works. I tried removing Itunes and related programs as per Apple's support instructions.

Unfortunately, these sorts of msi-related troubles have gotten more complicated to deal with ever since Microsoft pulled the Windows Installer CleanUp utility from their Download Center on June 25. First we have to find a copy of the utility.
Let's try Googling. (Best not to use Bing, I think.) Look for a working download site for at least version 3.0 of the Windows Installer CleanUp utility. After downloading the utility installer file (msicuu2.exe), scan the file for malware, just in case. (I use the free version of Malwarebytes AntiMalware to do single-file scans for that.)
If the file is clean, to install the utility, doubleclick the msicuu2.exe file you've downloaded.
Now run the utility ("Start > All Programs > Windows Install Clean Up"). In the list of programs that appears in CleanUp, select any *Apple Software Update* entries and click "Remove".
Quit out of CleanUp, restart the PC and try reinstalling iTunes again. Does the install go through properly now?
(If you do find a clean download site for the correct version of CleanUp, please don't tell me where it is. Without wishing to sound paranoid (although I grant it does sound paranoid), there is a non-zero chance that posting links to download locations for the utility here at Discussions leads to that download location being shut down.)

    That's the error message I have gotten for the past 3 days since trying to upgrade itunes.     Hey, just installed the newest version of iTunes today off the iTunes site.
    Getting the following message:

    I have re-downloaded the install file and ran the "repair" option, but no good has come, same error.
    Any suggestions?

    That one's consistent with disk/file damage. The first thing I'd try with that is running a disk check (chkdsk) over your C drive.

    Windows 7 instructions in the following document: How to use CHKDSK (Check Disk)
    Select both Automatically fix file system errors and Scan for and attempt recovery of bad sectors, or use chkdsk /r (depending on which way you decide to go about doing this). You'll almost certainly have to schedule the chkdsk to run on startup. The scan should take quite a while ... if it quits after a few minutes or seconds, something's interfering with the scan.
    Does the chkdsk find/repair any damage? If so, can you get an install to go through properly afterwards?
