Contractor Change Orders amount exceeds remaining Reference Commit balance for WBS codes

I was wondering if there is a way we can override this business rule where the Reference Commit balance amount cannot be a negative number.  For example, we want to enter a change order with a negative amount to show up on the Cost Sheet.

    Then I suggest what Rob has already suggested. Change the PO, save it and go out of the transaction.
    Again get into the same PO in ME23n transaction. Now you should be see the changes as per the menu below.
    Environment->Header changes
    or
    Environment->Item changes
    If you can see the changes here, that means change documents are active for the fields shown here and you can as well read them using CHANGE_DOCUMENTS_READ function.
    You can ask the functional consultant to show the changes in PO screen.

    I'm new to P3. I need to manage a large 2 year public
    works building construction schedule in downtown Los
    Angeles, with numerous and frequent changes to the
    schedule due to change orders, RFI's etc. Of course, these
    changes result in increases/decreases to cost and time,
    which need to be monitored and dealt with as part of the
    overall project. Some say that fragnets are the best way
    to insert these changes into the schedule. Some say
    fragnets are problematic. I have no experience with
    fragnets and I want to get off on the right foot. What
    have you project managers and project engineers found most
    effective for inserting and managing change order and RFI
    items?

    Your
    explanation of fragnets was very useful. I will make a
    point of saving and reusing repetitive groups of
    activities. In my case, SOMD (slab-on-metal-deck) is
    very repetitive. Also, exterior building finishes such
    as plaster (exterior sheathing, lath, scratch coat,
    brown coat, cure, finish coat, cleanup). Interior
    finishes activities are also often identical from
    floor to floor.
    The issue with
    RFI's is usually not so critical. I mentioned 1200
    RFI's but relatively few impact the schedule and must
    be coded in. But it is more than 48. In my case, the
    most common reason for entering an RFI into the
    schedule is when the
    consultant/Architect/Engineer/State Agency exceeds the
    contractually agreed upon time limit for response to a
    design-related RFI, or his response is irrelevant
    requiring a second round of RFI's to resolve the
    problem (revise and resubmit for title-block
    exceptions, for example, happens frequently). <br
    />
    It is easy to ignore these delays,
    and recording them in the schedule can really irritate
    the consultant, but when they become a habit, the
    cumulative impact on the schedule can be significant.
    Therefore, I need to be able to track these RFI delays
    effectively within the schedule. Of course, an RFI
    always has a number that is tracked inside Expedition
    as well.
    The bigger problem is
    Change Orders. As you know, when the Owner wants
    something added to the work, or a problem in the
    design results in an increase in the scope of work
    (there are many other possible reasons of course) a CO
    is requested. As a general rule, most change orders
    contain both a cost increase as well as a time
    extension. This time extension is the problem,
    because, especially on public works projects, the
    Owner/CM does not want to grant time an extension, and
    even when they do, they will only grant it when it
    impacts the critical path, and only after there is no
    float remaining (you will see why this distinction is
    important as you read further). The critical path
    condition makes sense, but the idea that my float is
    the Owner's to eat for his CO work is grating,
    especially when facing potential LD's. <br
    />
    To top it off, some Owners/CMs insist
    that all time delays be dealt with at the end of the
    project, when the actual time delay resulting from a
    CO can be calculated, instead of simply estimated, as
    is common practice (corresponding language is inserted
    into the CO to that effect instead of a defined time
    extension). My position is that if they refuse to
    grant a time extension based on an estimate, then the
    cost given in the CO, which is nothing more than an
    estimate, should also be replaced with T&M, and
    the budget be damned. Needless to say, that position
    has not won me many friends in the trailer across the
    way.
    You might suggest that we
    should refuse the extra work if a time extension is
    not granted up front. If we did that, they would hit
    our bond in a heartbeat. A contractor's lot in life
    seems to be to make lawyers (Deo volente, may the burn
    in hell) wealthy.
    In the case
    of the Owner/CM refusing to grant time for
    non-critical path CO's, my position is that, while the
    CO work may not be on the critical path this instant,
    in many cases, the critical path can change
    dramatically, sucking CO work into it that was
    previously separated from it by weeks. That very thing
    has happened on a school project located in a major
    city we are doing.
    The project
    has extensive tubular secondary steel at the exterior
    of the two buildings. This tube steel, ranging in size
    from 4" diameter to 20" diameter curves around, and up
    and down, the exterior of the structure. I do not
    exaggerate when I say that it is more complicated than
    a roller coaster. I will send pictures if you are
    interested. It supports curvilinear LG framing, which
    in turn supports a combination of plaster, brick
    veneer and metal panels. Very phantasmagorical stuff.
    Being a complicated 3-D arrangement of rigid steel,
    the architect's drawings were incomplete, (we should
    have expected that) and changed frequently (4 times)
    during fabrication, resulting in detailing problems
    and a two month delay in erection. Lots of unforeseen,
    fit-scribe-cut-repeat of long, heavy, curved, twisting
    pieces of long steel hanging from crane hooks has been
    required.
    We have recovered
    most of that time, but only by doing a great deal of
    out-of-sequence work.
    As you
    can imagine, this mess generated a ton of CO's, but
    the Owner would not agree to grant time extensions
    until the end of the project, and even then, only on
    CO's that are provably on the critical path. When
    combined with electrical changes impacting utility
    buildings, cable pulls, elevators, manlift and even
    exterior finishes, and then with added off-site work,
    topped off by submittal-review delays by State
    agencies, the critical path has flapped around like a
    flag in the wind, with CO's going in and out of it. In
    many cases, this means that a particular item of
    ongoing CO work has delayed the critical path for a
    period of time, but not for the entire duration of the
    CO work. So calculating the exact impact of the CO
    during the period it was on the critical path has not
    been easy.
    I anticipate there
    will be huge disagreement about these calculations at
    the end of the project when we have the "come to
    Jesus" time/money resolution meeting with the
    Owner/CM.
    BTW, the CM always
    insists that CO's be dealt with as fragnets, but that
    doesn't always make sense because the nature of CO
    work is often one-of-a kind, not repetitive stuff. But
    he has fragnets on the brain, it seems, so we call
    them fragnets to humor him.

    />Anyway, as you can imagine, tracking the dynamic
    (vs. static) effect of CO's on the schedule has been
    difficult. I am almost tempted to try calculus methods
    to calculate time consumed over time (if you get my
    meaning). Any experience analyzing schedules using
    differential equations? Someone must have done it
    before....
    Right now I am
    using activity codes to track them, but I am wondering
    if there is a better way.

  • Payment amount is more than Purchase Order Amount

    Dear FI Expert,
    We are getting the error "Payment amount is more than Purchase Order
    Amount" w hen a single payment through one check is being made against 2
    purchase orders.
    System is considering only the 1st purchase order and disallowing
    payment.
    For e.g. 2 Purchase Orders are created w ith 100% DP condition: First
    one
    for USD 200000 and second one for USD 100000.
    2 Dow n Payment requests are created through ME2DP against these 2
    Purchase Orders.
    At the time of making payment through F-48 by selecting both open items
    it takes the reference of only one Purchase Order and generates the
    error
    "Payment amount is more than Purchase Order Amount."
    Please suggest how entry w ill be made in such cases.

  • MIRO invoice amount exceeding the blanket po overall limit

    Hello Gurus,
    I'm having trouble with invoicing against a blanket purchase order. Can anyone please explain why and when does invoice amount can exceed the blanket po amount.As I understood from the SAP documentation I should not be able to invoice for amout greater than the overall limit on the blanket PO.
    Here is what i did.
    1. I have created a blanket PR for 1000$  (Purchase requisition document type - Frame work requisition , overall limit - 1000$ , No limit flag - unchecked)
    2. I created a P.O ( Order type - Frame work order, validity start date - todays date , validity end date  - 1 year from today's date ).
    3. I checked the tolerance limits in OMR6 - for the above company code , tolearance key (LA) , check limit is blank , for tolerance key (LD) the check limit is 100.
    4. However I was able to invoice for more than 10,000$ against this Purchase order.
    My question is , am i missing anything so as the invoice amount not to exceed the blanket po amoutn ?
    My requirement is - MIRO invoice should not allow the user to post in invoice with amount exceeding the blanket p.o amout.
    Why would the MIRO invoice not checking the blanket po overall limit ?

    For tolerance key type 'LA' (Amount of blanket purchase order) , upper limit I set the check limit val to blank , and for percentage , i checked the do not check flag.
    For tolerance key type 'LD' , upper limit absolute check limit value is '100.00'.
    Where do i set the status of message , infact I'm not getting any message while posting the invoice.

    Withholding tax type we are defined as a accumulated type. untill and unless it exceeds the minimum amount system will not calculate the withholding tax once it crosses the minimum amount system will calculate tds from one rupee on words. but now at the time of posting advance payment to vendor the system generates a error namely withholding tax line amount exceeds.
    As per my knowledge i convert the error message into warning even i know this not the good practice but according to situation what i did is correct. at the making those changes the system asks the request (workbench). i save under one new request when i transported to another client the system is generating warnings.
    when i transport the same from develpoment to quality the system generating error. i come to know this is through request status.
    What is the solution for this

    give ur country key
    double click on your W.T type
    under central invoice option----you have to select radio button for central invoice & 1st p. pmt
    this might solve porblem

    Step 1.
    1. Goto SPRO --> Materials Management --> Purchasing --> Purchase Order --> Define Document Types.
    Check the "Field selection Group" of the "Purchase Order Document Type" (optional Step)
    2. Enter T-Code OMET.
    3."Change View "Functional Authorizations: Purchase Order" : Overview Screen comes up
    4. Click on "New Entries"
    5. Give 2-digit "Code (01)" and a "Description" for "Functional Authorization".
    6. Select the Check Box " Ref. to Purchasre Requisition".
    7. Enter the "Field Selection Group from Step 1. in the Field Selction (optional Step)
    8. Save and Back
    9. Enter T-Code SU3
    10. Select "Parameters" TAB
    11. In Parameter ID enter EBF
    12 In Parameter Value enter the 01
    13 Save.
    Now when you try to Create a Purchase Order the System will give and Error "You have no authorization to create without reference to another document"

    are you using BAPI_TRANSACTION_COMMIT or a COMMIT WORK after the bapi call?
    Have a look at the code of fm ME_CCP_TPO_PRICE_CHANGE maybe that can help.

  • PU Ordered quantity exceeded by 123,456

    Hi,
    I have selected the default value for 'Propose all items' in the MIGO settings option, to enable early GR against a Scheduling Agreement.
    Now, When i try to do a GR with MIGO i am getting the following error message: PU Ordered quantity exceeded by 123,456
    I beleive we can change this 'Error Message' into a 'Warning Message'. Please help with the configurations to do this.

    Use transaction CMOD create a new project.
    Enter MEVME001 as enhancement, select EXIT_SAPLEINR_001 function module
    under Components, and enter the following source code in INCLUDEs ZXM06U28:
    data: ls_ekpo like ekpo.
    move pot to ls_ekpo.
    f4 = ls_ekpo-menge + ls_ekpo-menge * ls_ekpo-uebto / 100.
    Activate the function and exit the project.
    Note that in transaction MIGO the 'propose all items' field should be set
    to the default values.
    But still when I check the document i am getting the same error PU Ordered quantity exceeded by 123,456
    Please advise. This is very very urgent.

    Hi,
    Are there any custom defined characteristics for your release strategy ? SAP gives you certain characteristics like Purchase Order value, material group etc on which Release strategy can be determined but other than SAP defined fields if you want some other fields then you need to pass the value for this particular field in your exit.
    Also if you are using this exit , are you passing the values to the export structure e_cekko ? You can use :
    move-corresponding i_cekko to e_cekko.
    One more point is if you have custom defined fields for your exit then that has to be also passed to c_ekko.
    The important point here is that if you are using this exit then all the characteristics that you have defined in config for release strategy determination has to be passed to the export structure.If any of them is blank then release strategy will not be determined.

    I have a PO (NB) with item cat = D
    The Over Del Tol on the Item->Delivery is flagged and the services have unlimited tolerances and unlimted overall service tolerances. The item qty = 1 AU as you expect and the service qty is 100 EA.
    When I process ML81N to accept a service entry sheet  for 1 EA on that service it gives "M7 022 - PU Ordered quantity exceeded by 1 EA"
    Other info:
    - the service was pulled into the service entry sheet via Adopt/Select Services i.e. it´s a planned service
    - no other sev. entry sheets exist
    SAP OSS and forums only mention the need to flag the Item -> Delivery Unltd Over Del Tol flag, which is flagged in my case.
    Any ideas?

    Hi Gurus,
    I cannot 'accept' a Service Entry sheet.
    It just gets to the 'will be accepted' status.
    When I press save, I get more or less the same error.
    The error in my case is: "PU Ordered quantity exceeded by 1 AU : 1808".
    I am wondering why this happens because when we tested it in a dev box, there were no problems accepting the entry sheet.
    I am not very familiar with SAP MM and your help will be welcomed.

    • The Delivery > Overdelivery tolerance limit flag is enabled.
    • The Services > Overfulfillment tolerance flag is disabled.
    • Changing the qty in the SES does not help.
