Form saving problem

i am having problem while updating rows in database thru form this is my pocedure code:
begin
update vat x
set vat_amt = amt * :vat.vat_rate / (:vat.vat_rate + 100) ,
vat_cd = :vat.vat_cd
WHERE trunc(DUE_DT) >= trunc(:vat.eff_date)
and cont_no = x.cont_no;
do_key('COMMIT_FORM');
commit;
call_alt('Process Completed Successfully');
exception
     when others then null;
          end;
any idea ?
