HAS release version is different than software after upgrade?

Question

This is a standalone server with grid, asm.
it was 11.2.0.2. I installed 11.2.0.3. rootupgrade.sh somehow failed with error saying running asmca waits for password input for asmsnmp. then I used asmca GUI to run the ASM upgrade. it tells me upgrade successfully.
However, after I shutdown old cluster processes and asm and restart them in new version, I got this, HAS software version still shows 11.2.0.2. But ASM is up and fine.
Is upgrade succeeded or not? what should I do now? (frustrated!)
$ crsctl query has releaseversion

the command is "crsctl query crs softwareversion" not "has"
$ /u01/app/11.2.0/grid/bin/crsctl query crs softwareversion
Oracle Clusterware version on node [labrac1] is [11.2.0.3.0]
