How come wwv_flow_file_mgr.get_file uses filename for retrieval?

Question

wwv_flow_file_mgr.get_file uses the wwv_flow_files filename column for retrieving files but filename is not guaranteed to be unique. Why doesn't it use id or name instead? Is there an alternative way to retrieve files that is guaranteed to be unique?
If I store files in my own blob column, is there a way to construct a url for it that can be passed to an applet in a param tag?
