If you have encountered activation lock, your iPad will be useless unless you can contact the prior owner. You can't do anything. You have encountered the activation lock. Unless you have some sort of contact with the previous owner you have bought a very expensive paper weight.

Yes, you would sign out of iTunes & App Store: Settings>iTunes & App Store, click on the Apple ID, click on Sign Out. Then sign back on with the new Apple ID. Also, if you have an iCloud account with the other Apple ID, you would delete that iCloud account, and then sign on with your new ID: Settings>iCloud>Delete Account.

Without that info, you won't be able to re-activate the phone. Apple can't/won't help you with this.
