    The page that you’ve posted from has instructions for how to reset them i.e. if you have a rescue email address set up on your account then steps 1 to 5 half-way down that page should let you reset them.
    If you don't have a rescue email address then you will need to contact iTunes Support / Apple to get the questions reset.

    You can check if you are using it on any of your iTunes account by logging into each account via this page and seeing it it shows as an alternate or rescue email address on them : https://appleid.apple.com
    But there isn't a page that you can go to and see if, or on which account, a particular email address is used.

    You need to ask Apple to reset your security questions; this can be done by clicking here and picking a method, or if your country isn't listed, filling out and submitting this form.
    Changing the rescue email address requires supplying two of the answers. They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

    How to reset your Apple ID security questions.
    Go to appleid.apple.com, click on the blue button that says 'Manage Your Apple ID'.
    Log in with your Apple ID and password. (If you have forgotten your Apple ID password, go to iforgot.apple.com first to reset your password with a password recovery email)
    Go to the Password & Security section on the left side, and click on the link underneath the security questions that says 'Forgot your answers? Send reset security info email to [email]'.
    This will generate an automated e-mail that will allow you to reset your security questions.
    If that doesn't work, or  there is no rescue email link available, then click on 'Temporary Support PIN' that is in the bottom left side, and generate a 4-digit PIN for the Apple Account Security Advisor you will be contacting later.

    The reset link will only show if you have a rescue email address (which is not the same thing as an alternate email address) on your account. If you aren't getting the link then that implies that you don't have one, and you won't be able to add one until you can answer your questions - you will need to contact Support in your country to get the questions reset.

    I made a japanese Apple ID quite some time ago but after of not using my security questions for some time I have already forgotten about them at the same time I dont remember having a rescue email either... Apple suggested that I call them but is there a way just to do this by email? Since technically I live in the Philippines and calling can be quite a hassle for something this light?

    There is no email support. The process for dealing with this issue is: Go to https://expresslane.apple.com ; select 'More Products and Services', then 'Apple ID'. In the next page select 'Other Apple ID Topics' then 'Forgotten Apple ID security questions' and click 'Continue'. I haven't had occasion to follow this through and it may only lead to the phone call option, but they may give you a more local number. I don't think the fact that you created the ID in Japan is relevant or that you would be likely to be asked to call Japan.
