Im in Brazil and no one here seems to be responsible for the repair!Does any one at apple Knows the answer for it?

You are not addressing Apple here. This is a user forum.
If you have an Apple Store, then you could go there or your provider to find out.
The warranty does not cover damage that you do, so you will need to pay for the repair.

Bring your phone and $199 to the Apple store for an out of warranty exchange of your phone. You clearly broke it when you dropped it.

I have dropped my iphone 4s in the toilet and was not able to turn it off i was not able to get home for about an hour to put it in the rice. i finally did and now the light on the back is on but the rest of the phone will not turn on it is still currently sitting in rice but i am really worried because all the other incidents i have read say that the phone has to be turned off but i didnt do it (didnt know i had to ) , so does this mean that my iphone will now not work at all ? is it time for me eo say goodbye ?

You mean no other smartphones have an issue where if you drop the phone the screen comes out? Really?
If all that needs to be done is to replace the screen the cost is $109/$129 USD depending on the model of the iPhone.
If there is more damage Apple does not repair the phone they replace the entire phone. The good news is if you only had this phone for a month and they do this then you get back your one year warranty. Or if you had purchased AppleCare+ it would have cost you $79 USD for your deductible.

Nope. If you didn't have find my iphone turned on, you will not be able to locate it. File a police report, and contact your carrier.
