i recieve a mail form apple team showing reset password link but its not opening

I rang Apple and they could noy help me.
They are often pretty impatient with these questions.
You will need to contact iTunes Support for this. Be prepared to supply the answers that you do know, plus some additional personal information that only you will know.

Click iTunes > iTunes Store > Other iTunes topics and questions. Eventually you get to a point at which you can compose a thoughtfully worded email. Apple will respond via email within a day. Be sure to check your spam folder for this reply.
Normal business hours apply, so you may have to wait until Monday. They will ask you for more personal information, and then you will have to wait for another reply which will provide instructions for resetting your password as well as answers to the security questions. Good luck!

Go to http://appleid.apple.com and select "Manage your account". Log in with your Apple ID and password, then select Password and Security from the left column.
You need to know the answers to your existing questions to reset them. If you don't remember your answers, there may be a link on that page where you can have a reset email send to your Rescue email address. This will not appear if you have not provided a Rescue email address, and may not appear even if you did.
If there does not seem to be any way to reset your security questions, contact iTunes Support here: http://www.apple.com/support/itunes/contact/ They will respond within a business day. Be sure to check your spam or junk mail folders for their response.

If you are talking about your Apple ID password, make sure it IS your apple ID.
In the past 24 hours, I have received two emails "How to reset your Apple ID password". I had not requested any change and I finally realized someone else is trying to reset the password. I have had this Apple ID since 2009 so I am not using someone else's ID.
Again, if you are not receiving the email to reset make sure you have the right ID - it might be going to the email linked to the account, and it might not be yours.

You can try signing out and signing back in. You can also go into Settings > Safari and Clear all Cookies. You can even try logging into the iTunes Store on a computer and downloading a free app or something.
If none of those work, then you will have to wait for the issue to be resolved on Apple's end.

The HT5312 page that you posted from has instructions for how to reset your security questions i.e. if you have a rescue email address on your account then steps 1 to 5 half-way down that page should give you a reset link.
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact Support in your country to get the questions reset (these are user-to-user forums).

When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 page that you posted from to add a rescue email address for potential future use
