In a roaming network, your "main" router is the device that would require port mapping/forwarding to be configured in order to access the IP camera from the Internet. This router is also the one that would be provide the private IP address for the camera which you will want to be a static one.
So as you described your network, the IP cameras should be getting an IP address or you assigned it a static one and this is the address that you would enter in the Private IP address (or equivalent depending on the router used) field when setting up port mapping.
If you are not able to access this camera from the local network, then this should be troubleshot first. -

Yes its i getting a message to contact iTunes Support when i trying bay the gems from clash of clans and i already changing my payment informition and everything fine bot why untill now still getining same messge ?
Have you contacted iTunes Support and asked them why it's appearing ? If not then you will need to do so (we are fellow users here on these forums, we won't know why) :

BOught gems in clash of clans and did not recieve them. Went to the forums and it said go to apple support. Apple support said go to the developer what do I do because they say go to each other?
You need to take it up with the developer first. If they don't fix things, you need to open the issue with iTunes support.
Going by the threads here, not a day goes by that someone doesn't have an issue with in app purchases in Clash of Clans. -
Payed for a pile of gems on clash of clans and says i did not
I payed for a pile of gems on Clash of Clans on March 12 and it says i have not. I can no longer update my apps or buy any it automatically takes me to my billing. I would be more than happy to pay for it again on another credit card but it says "for assistance, contact Itunes Support at www.apple.com/support/itunes/ww/. I just want to be able to do things again on my itunes Please Help.

I have purchased gems on clash of clans and i haven't received my gems.
I purchased gems on clash of clans, 20$ pack, and at first it was processing it and it wouldn't load or give me gems, so i closed it out and re opened it to see if it worked and it hasn't, so i thought it was my connection possibly lagging. and i ended up trying a few more times and still nothing. then i go to check my bank account to see if it purchased and it did.. spent 80$ and i still haven't received one gem. i have emailed super cell about this situation and from what i've read it takes about 6-8 weeks for them to respond. I really don't have the time to wait. I really would like to talk to someone who can help my problem. if possible i would like to be reimbursed. if not that's not to big. but if i cannot be i would like to receive my gems soon.

What happens when you try to buy them, does the 'buy' button not work, do you get any error messages ... ?

I just purchased a "Bag of Gems" for $9.99 in "Clash of Clans". The purchase did not download. I checked my account and the $9.99 transaction has posted already. I did the advise from Apple Support to do software update and still nothing.

My movie symbol not working in main timeline
