New Build, problems with H61M-P32/W8

I am putting together a small micro atx build consisting of the following.
MSI H61M-P32 motherboard
Intel G2030 3 ghz cpu
2 gb of DDR3 ram
EVGA GTX 650
80 gb hard drve
lg cd/dvd drive
PCI-E to usb 2.0 card
Here is my issues, when i hook up just the mobo with the video card the computer will turn on and run fine till its gets to the point where it doesnt detect a hdd and cant move forward. However when i plug power into anything else (hdd, cd drive, pci-e card) the computer wont turn on or boot, the fans just spin for a sec then stop. I know its not a sata problem as it does this with or without sata cables attached to the drives. Its simply when i apply power to the drives it does this.
I ruled out it being a  power supply issue as i tried 3 different power supplies, a 385 watt, a 430 watt, and finally an 850 watt.
Any ideas before i call msi to RMA the board?
Im banging my head against a wall trying to figure this out.

Did you try clear CMOS and boot with only one RAM stick?
Do you have other HDD to try?

If you didn't attach the power cable to the sata HDD, it won't have function even you connect the sata cable.

  • New Build Problem

    A couple of weeks ago I got around to building a new rig with a 990X, Gigabyte Geurilla mo-board (the gamers sure are driving the desktop industry!), 24Gbs of GSkill Ram, 1k Watt PS, & a GTX-580. The other components don't matter at this point, because right now, when I power up the computer it runs for 2 secs. shuts down for 2 secs. fires back up for 2 secs, etc. I have swapped out power supplies, Ram, video cards, re-seated the CPU, and jumper-reset the BIOS. Clearly the problem lies within the moboard or CPU, but I'm open to any last ditch efforts before bringing on a 3rd party to get this thing running. I don't want to order a replacement CPU w/o knowing that that is, indeed the culprit. Most of the components were brand new from New Egg, except for the video card and PS, both of which came from an operational machine (and both were swapped out anyway to rule them out as the cause). So, the reason I'm posting this is because once before I had this same problem with my general purpose computer, that had been in operation for a couple of years and I posted this problem and Colin, from Brougham Media, suggested replacing the battery on the moboard. I was very skeptical, but it was the least expensive option for trying to diagnose the problem and just like all of his other solutions, it worked! Didn't work this time around, being that the moboard is brand new.
       So, would you recommend shipping back the moboard to Gigabyte for repair or would it be safe to order a replacement from New Egg, hoping that that's the most likely culprit and send the board I have now back to New Egg as defective? I'm hoping there's something you can suggest I try before going to either of those lengths.

    Problem solved. I called a local computer repair store, Intrex Computers, and described the problem. Told the guy all the steps I'd taken to diagnose. His response was, "Sounds like you have a short underneath the motherboard." I told him I had indeed gone from one Gigabyte model motherboard to another and needed to add some standoffs, but I was quite sure I didn't need to move any of the existing ones. When I asked him about the possibility of a bad motherboard he said that's extremely rare, so I decided to pull the moboard to see if I was dense enough to leave an old standoff. So I pull the board and sure enough found 10 standoffs where they were supposed to be. "Sure glad I'm not that dumb" I thought, though admittedly I was so anxious to put this time-consuming problem behind me, I was willing to embrace ignorance, which I've been forced to do thousands of times before if it meant finding the problem. So I go to put the motherboard back in and low and behold there's an errant screw, which was wedged in a corner near the motherboard, but not under it. Sooooo, let's just say that I didn't even catch that screw when I pulled the moboard the first time to reseat the CPU. But there's nothing else to explain the problem. The Intrex tech said it sounded like a short, and I found a loose screw (no snide comments, please. I've already thought of them!). Wow, when I was young, I was thrilled when my mother told me that I had IQ. I now have come to realize that she never said how much. Or in my case, how little!

  • New build flat with FTTP preinstalled, can't get i...

    We recently moved in to a new build flat, and had BT Infinity broadband and a landline in our previous flat.  To be fair, once it had been installed in the previous property, the service was absolutely fine, fast, etc., and almost entirely without interruption.  We called to arrange for our services to be moved to the new property, and an order was created.
    After moving in to the new flat, we discovered that an FTTP terminal had been preinstalled in all flats throughout the development (but we didn't really know what this was).  We checked up on the order on MyBT, and it seemed the order to move had disappeared, although our old services had been stopped and the cancellation order completed.
    From this point onward, we've been going through what seems to be the common unpleasant cycle of frustration.........trying the automated "help" line (it hanging up, returning to the beginning menu, etc.), unhelpful call centre interactions, not receiving return calls as promised/scheduled, etc..  Everyone we spoke with was perfectly nice, but provided no real information.
    During these interactions, I repeatedly mentioned the preinstalled FTTP and offered to give them the serial number, etc. but whoever I was speaking with didn't seem interested.  Apparently, our order was being dealt with by some sort of special engineering department, but we've never spoken with anyone in that department.  I was given a new VOL number, but that number isn't recognized.  After numerous phone calls, I was told to contact the FTTP sales department at 08005874787, which I did yesterday, and spoke with someone who was (by some distance) the most helpful and informative of anyone I had spoken with previously.  It might be obvious to some (but wasn't to us), but if you have FTTP in your home, call this number rather than wasting time with any other phone numbers, etc. (at least based on our experience) as communication between different BT departments seems poor at best.
    The current situation, as I understand it, is that the BT engineering department does not have an updated database that recognizes our newly built development's postcode, address, etc., and therefore the service cannot be activated (and this had resulted in a cycle of orders and cancellations).  We haven't been given a timeline for when this database update will happen (although from what I gather this could take anywhere from a week to months).  Virgin broadband has been activated without delay for many people in the development, but as we were with BT previously, we had hoped to just move our services.  There are hundreds of properties in the development, so BT is presumably precluding new or continuing business due to what seems a simple clerical/administrative/database issue - and Virgin clearly haven't had any problems.
    Apologies for longwindedness and any technical ignorance, but I thought this may be informative for others in a similar position.
    Some questions we have, if anyone has any feedback, it would be greatly appreciated..............
    - Because we have no idea of when the service may be activated, can we cancel our BT services without penalty (as they are currently unable to provide them and we are not under contract, unless the 'attempted' but thus far failed move means we are under a new contract again)?  In which case, we would simply switch to Virgin.
    - When transferring the services, we were also charged 65 pounds to move our landline, which we were told would be returned when our broadband was activated - are we entitled to a refund for this as well?
    - If we cancel, but need to give a certain period of notice (for example 30 days - I have no idea), but the services are still not activated during this period, would we be reimbursed?

    Since posting my original message, no progress has been made.  It has all been extremely disappointing, and nothing has changed whatsoever.  I have had to continue to call BT repeatedly, and it appeared as though an order was eventually created (previous ones had repeatedly failed and been cancelled).  An engineer visit was arranged for today.  The engineer was on time, friendly, and helpful, tested all of the equipment, cabling, etc. and said it was fine, contacted his support team, and was told that they were aware of a problem.  The problem, as told to me, was that a PTO (precision testing officer) has to go to the exchange and make sure the building is connected properly.  Why was an engineer sent, wasting his time and my time (with no apparent hope of success), when they knew what the problem was?  No schedule for when/if this will happen was given.  So ultimately, absolutely nothing has been accomplished in about two months (from when I first contacted BT to move our services).  I tried calling the order tracking number at 01325561339, and was hung up on while in the queue, so I have no idea what the status of everything is.
    It is abundantly clear to me now that the communication between different departments within BT is virtually non-existent - fairly ironic for a telecommunications company.  I've had to try and piece together what the problem is from talking to various people through this forum, phone calls, the engineer, etc. - surely not my job as a customer?  There are so many examples of poor communication within BT, and it is exhaustingly frustrating.  For example:
    - all flats in our building have the same preinstalled fibre-optic terminal (and therefore could be serviced by the same person), but multiple BT engineers visited multiple flats around the same time - why is this not coordinated?  Surely multiple appointments could be attended by the same engineer.  With such inefficiency, it is no surprise that appointments are only available weeks away.
    - Despite the fact that we are waiting for our services to be activated and currently have no services at all, I have been called by the BT sales team, asking if I would like to sign up (to which I responded that I'VE BEEN TRYING!!....although I never actually left BT as this all started as a home move), and I was also billed for two months of service (only noticed when checking my bank statement - my bills do not appear on MyBT).  This indicates to me that there is no communication between the sales, billing, and customer service/order team at all.  After yet another phone call to BT, they refunded the charges, but this clearly should not be necessary.
    BT can have all the call centers they want (and everyone I have ever spoken with has been perfectly nice), but if the staff have no information and no power to actually accomplish anything, it is all a waste of money and effort.  In the interest of fairness, when I have had BT services working, I have had no problem, but all I have attempted to do is have services moved from one home to another (with everything preinstalled - no physical work has been done or needed during this delay).  If BT cannot accomplish what should be a routine and straightforward task (in the middle of London), then they are failing miserably as a company.  When people laugh, roll their eyes, etc. when the name of your company is mentioned, you're probably not performing very well (it doesn't help when you spend billions on premier league rights while continuing to provide appalling customer service).
    At this point I don't even know who to contact so I'm posting here out of frustration.  Ugh.

  • New RAM problems with my Dual G4 1.25 MDD

    Howdy I've had my Dual G4 1.25 MDD for 2 years and love it. I got it with 1GB RAM, thinking I was set. For Christmas I wanted to Upgrade the RAM to 2GB. from My PowerMac G4 Manual I knew I needed 2x 512MB PC2700 DDR333 CL2.5 SDRAM DIMM's.
    I went to DealRam (part of DealMac) and found 18004memory.com The price seemed great $39 per stick. I ordered it and within a week got 2x 512MB DIMM's. Problem was it was the Wrong RAM spec. I tried that RAM in my Mac 30 different ways and Everytime the computer either wouldn't boot, or it would suffer Kernel Protection Faults. One time it did boot up but the RAM only recognized as 2x 256MB DIMM's. I called the company, got an RMA and returned the RAM, this time they sent me 2 replacement DIMM's.... for a POWERBOOK, SO-DIMM's. I returned it again and finally Got from them the
    2x 512MB PC2700 DDR333 CL2.5 SDRAM DIMM's. They call it Hyperspeed RAM. Anywho, I powered down let the system cool over night and in the morning, popped it open, put the RAM in the 2 open slots DIMM2/J23 & DIMM3/J20. closed it back up and powered up. Everything was snappier, the boot was quicker and I checked About this Mac, it says 2GB. Apple System Profiler showed all 4 DIMM's and I thought everything was fine.
    Computer ran great for hours, no issues. Everything seemed quicker. Computer went to sleep overnight, next day woke from sleep and Tried to use iTunes and during an extensive sort for Songs, the system Locked up. Nothing would work. Had to force restart. this time I tried to Run my favorite online Game, WoW and after it loaded and I started to play, within 5 mins the whole game locked up. The audio sound went into a sort of Loop, I couldnt force quit and had to force reboot. This happened several times. I finally decided to Run the Apple Hardware Test. The Quick test locked up after running 2mins. I let it sit for 1hr just in case it was still doing something and the progress bar and time never progressed. So i forced reboot, ran Test again this time as Extended test. at 8 min & 31 sec the test stopped and I got an Error Code, this time I wrote it down "2MEM/2/4: DIMM3/J20."
    I guess that DIMM failed. I shutdown, popped open case, and removed DIMM3/J20 leaving the Original 1GB RAM and One of the 512MB Upgrades. I rstarted the Test again and Ran the Extended Test once more. It ran for 27mins & 24 secs and everything passed. So. 1.5GB is better than just 1GB. I powered down and powered back up to try and play WoW. Within 5 mins of loading game to play, everything locked up again.
    So I took both of the new RAM out and left the Original 1GB RAM and ran Test everything was great no Errors. Rebooted, and went onto WoW again and was able to play for several hours. I quit game and shut down for night.
    I have since Tried the 2x 512MB DIMM's in over 10 different variations in the computer with and without the original RAM and everytime I run a high end program or game (WoW, iTunes, and Photoshop), I get lock ups, crashes, and other screen weirdness.
    I dont want to have to Return the Memory again. I am already out over $15 from s/h with RMA's.
    PLEASE Any ideas what to do?
    1 thing I noticed the RAM gets very very hot, when I've powered down tand removed the new RAM. I wonder if there is a cooling issue?
    Anytime I put the Original 1GB RAM in, I dont have problems!

    Sounds very much like faulty RAM to me, I'm afraid. I'm not sure about the temperature it's running at, but if the surrounding DIMMs aren't having a problem then I would definitely point the finger at those new memory sticks not being up to scratch.
    If you were convinced it was temperature related then you could always try putting heat spreaders on the memory to help with cooling, but as these stick (semi-permanently) to the RAM then you would never be able to return them.
    My personal opinion is that you should send the RAM back and buy two new DIMMs from Crucial Technology. I only ever buy RAM made by them and I've never had a problem with it - it's the same stuff Apple themselves generally use and works a charm every time. Probably not the news you wanted to hear, but that's probably the only way you're going to get a stable machine with 2GB RAM.

    Hello, i have a big problem and i searched the whole day yesterday but didnt found an answer...
    I started a Flex Mobile and PHP Project. The Project has a Data/Services included wich loads some customer from a database (sql)... for the first a
    used Zend and try it local (http://localhost and used the htdocs Folder of Zend)... EVERYTHING WORKS PRETTY FINE... so NOW my problem
    I wanted to export this project to a release build for my android phone... so the first warning of Flash Builder ist that the project ist currently configured to access data services from a local url. Before exporting the application, you may need to deploy your services to a remote server, then change the server root URL for your project. Click here to change server settings.
    When i click the button i get the server setting.
    Web root: C:\Program Files (x86)\Zend\Apache2\htdocs

    whe i change it now i get an eror:"The selected web root folder does not exist (i attached i screenshot of it).
    i entered de domain of my server (i also tried the ip) at Root URL. And i think there ist a problem with the Web root...? i get scary

    i know WHY Flashbuilder tells me that i have to change the setting when i deploy on the device

    and the domain wich i have in the screenshot should only explain how i tried it...
    i entered my server url (the real domain) and i entered the folder "app" wich i have created via ftp on my server...

    but i think maybe my web root ist incorrect? i entered here the folder wich is directliy on my server...?

  • LabVIEW 8.5.1 Build Problem With LV2010 Installed

    I am experiencing a problem when building an application installer using LabVIEW 8.5.1. I have built this application many time before but since installing LabVIEW 2010 I can no longer build the installer.
    I have tried to buiuld the application on a Windows 7 PC and a Windows XP machine. My minimum requirment in my build options was Windows 2000, I changed that to XP but it made no difference.
    I get the following error message:

    It didn't help.  After three days of trying, I did get one system to build without error. I'm currently trying to get another system to build.
    It looks like the Access violation is caused by the deployment utility not asking to change to DVD 3 for CVI after the product caches has been cleared (To fix the error code -40 problem).  Restoring the CVI runtime (NI LabWindows_CVI 2009 Service Pack 1 Run-Time Engine [9.1.1450]) to the Product Cache seems to fix the problem.
    The status log doesn't show enough information to figure out the problems.  Looking at the end of the Detailed_Installer.log is pretty much manditory.
    My recomendation is to build first with "Install TestStand Engine" and the various "Driver and Components..." turned off and then slowly enable the ones wanted. 
    Also, it saves a lot of pain and suffering to do at least one deployment with "Copy Installers to Product Cache by Default" turned on before doing an upgrade so you don't have to go search for old DVD's.
    After a lot of trial and error, I believe these are the steps I went through to finally get it to work:
    1. Close TestStand, LabView, and Deployment Utility
    2. Delete all in C:\Program Files\National Instruments\Shared\ProductCache, except the CVI Runtime
    3. Delete all in  C:\Documents and Settings\All Users\Application Data\National Instruments\MDF\ProductCache, except runtime 7.1.1
    There seems to be something wrong with the .NET language pack installation.  It always seems to generate errors.
    3. Run DotNet20x86langpack.msi  on the Device Driver DVD at Products\DotNet20langpack_x86_Installer\ and uninstall.
    4. Run DotNet20x86langpack.msi  and install.
    5. Put DVD 1 back in.
    Got an error with the .Net installer so. . .
    6. Uninstall at D:\Distributions\LV\Products\DotNet20_x86_Installer\DotNet20x86
    7. Install at D:\Distributions\LV_SE\Products\DotNet20_x86_Installer\DotNet20x86
    8. Again Install  at D:\Distributions\LV\Products\DotNet20_x86_Installer\DotNet20x86
    9. Run TestStand, LabView (if using VI's), and the Deployment Utility.  
    Runtime 8.5.1 should install automatically and ask to reboot the system.  Go ahead reboot and run Teststand, etc. again.
    10. In global settings, 'clear prompt before'. . . , and select 'copy installers to product cache by default'
    11. On Installer Options tab, clear "Install TestStand Engine".
    12. Build - ALWAYS 'remove all files from this folder before building'
    It "should" build.  If not, fix any errors.
    12. Select Install TestStand Engine.
    13. Select Engine Options... and clear all check boxes (except runtime 7.1.1)
    14. Build again (make sure DVD 1 is in)
    15. Install other Engine Options, Drivers and Components.
    16. Build again (make sure DVD 1 is in)

    I am facing a problem in building the hello1 example.

    To save the file without .txt extension
    just enclose the file with double quotes
    "build.properties" in the File save dialog box

    ...Forking the compiler is perhaps not the best option, but its just for the annotation processor.

  • New air problem with battery after upgrade to 10.6.5

    Hi List.
    I bought new air about month ago. Everything was working like a charm.
    2 days ago I did macos upgrade and I have big problem with battery performance. Only 2 hours of working after full charging. I decided to downgrade system to 10.6.4 and problem's gone.
    Is there something wrong with 10.6.5 on new air?

    Since battery management is one of the SMCs, resetting it may solve the issue.

  • New Behance problem with Lightroom 5.6

    I have a problem with Behance and Lightroom 5.6. I have the wrong Adobe CC account linked to Behance and nothing I have done has fixed it. I believe it's a 5.6 bug. I do not have in the Lightroom Publishing Manager Under Behance account the option to log out. I mean it simply is not there not on the screen doesn't exist is invisible to the human eye. You ge the idea. Login is grayed out so it cannot be clicked on. and sign up does opens my browser and lets me sign in to either of my Adobe CC accounts but this does nothing for me. I believe this is simply a bug because I've seen a screen shot of publishing manager screen and in that screen shot it has logout, but now it's gone in 5.6. Is there a work around?

    Try signing Lightroom out of your Creative Cloud account. Click on the Identity Plate and choose Sign-out.

  • New Build Problem - The Return

    I have a new build and on boot I reach the stage
    "Press F1 to Continue or Del to enter Setup"
    but cant get further.............is my keyboard (ordinary PS/2 keyboard - tested working) not being recognised

    Funny u should mention that, I was thinking about that a while back, particularly when setting up stickies. Saw nothing to support my logic & so went back to simlpler things like the meaning of life.
    My Thoughts ended up as:-
    1) but on the basis the system, on failing the stage, will be in various degrees of instability, it can't reliably be expected to feed back. Therefore 2)
    2) Logically the system presets LED state for the next stage on completion of the previous stage. If the next stage fails the Led bracket is correct about the failing stage.

  • P35 Neo2-FIR New Build Problems

    Hi there,
    Just finished new build (specs below), but get the full row of red LEDs on power up. Cycles through this endlessly. Cleared CMOS to no effect.
    No idea what BIOS I have as system has never been on.
    Any ideas?

    The lights are not the final word as I have gotten that indication when my video card was not properly seated on an other board even tho it was supposed to mean processor failure for that board too.  Maybe the vendor of the board can lend you an other cpu to flash bios.  An other alternative would be to RMA for reflash if possible once you are sure it's the processor and the bios.
    Presumably Balloonshark has the same processor.  Good luck to both of you.  Let us know how it works out.   

  • Build problem with FlexBuilder 3 Plugin

    I am using the FlexBuilder 3 plugin with Eclipe Europa. I created a Flex project with J2EE backend and WTP support, so that I have both the Flex stuff and the J2EE stuff within the same project. I imported some mxml, as, and java files I had, and I was able to build and run my app using the default Eclipse build/deploy process. Everything worked except the BlazeDS (messagebroker servlet) part, so I decided to delete the Tomcat server (the Eclipse proxy of it), and start again with a new server config.
    This somehow totally broke the build process. Some of the new config used port 8080 instead of 8400. And the only part of my app that was correctly deployed was the java files in the src folder. Properties files were not deployed, jar files were not deployed, even web.xml was not deployed.
    After copying files manually into the Eclipse Tomcat proxy, everything worked fine, including object remoting and HTTPService invocation.
    Can anyone share their experience with the FlexBuilder plugin for java webapps? What is the correct way to set it all up?

    ...Forking the compiler is perhaps not the best option, but its just for the annotation processor.

  • Build problem with external JAR

    Hello,
    I am developing a custom web dynpro component. I need to use some of the JARs delivered by SAP such as com.sap.security.api (can be found in \SAP\IDE\IDE70\eclipse\plugins). I have included the JAR files to my project in Properties->Java Build path->Libraries). Everything is working fine: I can build/deploy the application and it is running fine in the application server.
    Anyhow, the problem comes when I try to activate my activity in the development configuration perspective.
    In the build log I can see for example the following:
    [javac] ERROR: /usr/sap/VDD/JC10/j2ee/cluster/server0/temp/CBS/3/.B/4789/t/067D33924E6154CA5284F16652954F88/gen_wdp/packages/com/mydevelopment/mystuff/MyComponent.java:29: package com.sap.security.api does not exist

    I have been reading several threads about similar issues, but I am not quite satisfied with the answers. There seems to be several opinions about how to solve this.
    Now the questions are:
    - How can I get rid of this error?
    - What is the best practice in overall to use the SAP delivered JARs in custom web dynpro component/project.

    Hi Pa,
    To use any jar in your DC  on NWDI track, you need to follow the following steps:
    1. Go to Your project>Used DCs and try to add a new one by locating the DC among those which are already present on the track.
    2. If you are not able to locate any DC with the required jars then,
    a. Create an external library DC where you need to add all the jars in the library folder of the project using an activity.
    b. Create public parts for compile time and run time for this dc.
    c. Deploy the DC.
    d. Goto src folder of your dc and say Add files to DTR (your jars would be on the track)
    e. Deploy the external library DC so that the Jars are deployed on the portal server.
    f. Add the public parts of this External Library DC under used DCs of your development component.
    g. Add this external library under library references of your project.
    h. Build and deploy.
    i.  Now try activating your activity.

  • New HD, problem with Leopard install DVD, How to reinstall OS?

    Hi,
    My hard drive crashed. I'm travelling and am in a small village in rural India. No Mac shops around. I've managed to get a new HD (WD 80GB), now I'm having trouble with the installation of the OS.
    Although I have my data backed up onto an external HD, I don't have the OS itself backed up. I have my Mac OSX Leopard installation disk with me. I thought this would cover me for exactly this sort of problem. But it doesn't seem to.
    I've got the new HD in and it seems to be working. It's been formatted and it shows up ok when I boot up with the Leopard disk. I get past the question about language and accepting the licence terms.
    Then it goes into checking source disk mode. When it gets to about half way I get a message saying it can't continue, Disk is dirty and it needs to be cleaned.
    Well, I've taken it out and it looks ok. I don't see any deep scratches. Still, this has now happened twice.
    I tried to copy the disk on another PC but it returned a message saying 'corrupt files'. So it seems as though something is wrong with the disk, even though it's not apparent when you look at it.
    Now I'm stuck. My very original 10.4 disks that came with the machine are thousands of miles away, and inaccessible for all practical purposes.
    The Powerbook has been registered with Apple since I bought it years ago, although it's not eligible for support any more.
    1. Is there a way I can download the OS X I need to get the show back on the road, whether from Apple or from a third party?
    2. Which version of the OS do I actually need for a complete new installation?
    3. What can I do about my apparently damaged Leopard dvd? Although I'd prefer to continue with Leopard, it wouldn't really worry me going back to Tiger for the next few months till I'm back in Apple-Mac-land. The main thing is to get the computer running.
    Any help gratefully received.

    In order to use a correct install disc, it would have to be either the
    version that shipped with the computer (when new) or a retail
    version newer than that which shipped with it, in order for the disc
    to function in the computer.
    In some cities, there are companies who resell CDs and DVDs
    and they have a machine or tool that helps polish out scratches
    so they can still make use of those discs; or at least not toss
    away a potential profit. There may be a company or computer
    user with the kit to polish scratches out of the readable side
    of a DVD or CD disc. (They sell these, in many countries, too.)
    +In the middle of nowhere, you may have to improvise; or find+
    +someone with basic skills and simple tools. If only a lightly+
    +scratched Installer disc is the problem, simple polishing skills+
    +would probably make it more readable to the laser in the Mac.+

    Perhaps if the issue is only with the Leopard DVD install disc
    you have, it may be cleaned professionally. IF you go there,
    ask if there is a reduced fee for this (they polish the surface)
    if for some reason, it still won't work after they are done.
    In the states some shops that bought & sold DVDs & CDs
    would pay much less for scratched-up ones, & clean them.
    This would include the device or careful hand-power, to
    get the surface layer of plastic as unscratched as possible
    so the laser-beam reader can pass through the bad places.
    The idea of getting a downloaded version would be an illegal item;
    and also those methods often get you malware or virus laden junk.
    You could probably use the serial number of your computer and
    visit one of the 'info by serial number' online services, to see what
    version OS X your computer (and its original specs, build date, etc)
    would have shipped with; so as to get a newer OS X retail disc.
    That, if no other option were available.
    An unused (not currently being run in a computer) official OS X
    install disc, not one from a different computer model, and not
    one too old, since older or equal (ie: 10.4.2, for a mid-2005 iBook
    would require a newer than 10.4.2 retail installer for Tiger, etc.)
    So, you see there is some kind of logic to getting a disc newer
    than the one you don't have; or an exact replacement.
    Someone who no longer has need for or uses the correct version
    Installer could give or sell you their disc. But, a download is certainly
    not something we'll go further into, since it would be illegal.
    Sorry for the longish reply, it is going on 1AM here in the farther
    north western northern hemisphere; and I should be asleep.
    Maybe someone else will post a timely reply, given your location
    and time differences. A real city may have authorized Apple sellers
    with a service department or customer relations who may offer
    some advice in regard to other services available. But almost
    any place that can polish scratches out of a CD may be of help.
    And try to not act too anxious about it; that may add to the cost.
    Or a piece of fine chamois cloth (fine suede) and light rouge may work.
    Polish in a spoke-wheel pattern from the center; not all in one direction.
    And hope the optical drive isn't also dirty; as they eventually get that way.
    Some places that rent movies on DVD may be able to clean/polish DVDs.
