SOAP scheduled report scheduling time offset

Question

Hello all
I am using Oracle 10G EE 10.2.0.5 on Windows 2003 with Oracle BI Publisher 10.1.3.4 running on top of Tomcat.
My problem is as follows: I use APEX to schedule a report (via web service)...this works fine but the report gets sent to me multiple times whereas the cron looks something like this: 0 52 12 ? * SAT,SUN --> meaning it should email me a report at 12:52 every SAT and SUN ...yet when I check under schedules, the run time is 2 hours in advance --> 14:52.
the crontab sent to the web service is exactly as stated above and server time is same as client time...where could the offset be coming from?
is there something I am missing here?

First thing is to forget all the complex configs and just try to schedule the report to run once now, no alerts, no notifications, no nothing.
Does that work?
Then you can build up the schedule, to see where the problem is coming from.
