Error in function cursor in report version 9.0.4.10

Question

I created a funtion with this cursor
Cursor C2(c_leasecomp lease.leaseid%Type) is

But am having the error below
Error 103 at line 12 , column 34

I ran this as an anonymous function is Sql and it worked. Is this the report engine thing or am doing something wrong. The Database is 10g
