This is my daughter's iPad my name address and billing information. The credit card I put ponton work so I just try to change it to my debit card which still doesn't work please help

If it's a debit card then I don't think that they are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined
For the credit card, is it registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? If it is and it's being declined then you could check with the card issuer to see if it's them that are declining it, otherwise you can try contacting iTunes support and see if they can help : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management

    If it then works on your computer's iTunes but not your iPad / iPhone / iPod Touch then try logging out of your account on the device by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in and see if that 'refreshes' the account on it

    Try this and see if it helps. Refresh your iTunes account. Sign out of your account, restart the iPad and then sign in again.
    Settings>iTunes & App Store>Apple ID. Tap your ID and sign out. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
    Go back to Settings>iTunes & App Store>Sign in and then try to purchase again.

    Are you getting a specific message such as "your purchase could not be completed at this time, contact iTunes Support" or something to that effect? If you are getting that message, then you have to contact iTunes support.

    I had the same error when trying to update my apps on my ipod touch. I tried to input my security code numerous times to no avail. I also made sure my billing address was the same as what my bank had on file. To fix the issue I went into iTunes, logged onto the iTunes store, went to account settings and reviewed my recent purchases. Turned out that I had made a recent purchase and didn't have enough money left on my credit card to pay for it at the time. I paid off the credit card, and then input my security code once more and now it works fine. I've heard that some debit or pay as you go credit cards require a minimum balance, so make sure you have at least that amount in your account.

    i'm a candy crush closet user on my iPhone 5s.  i have played for about 1 1/2 yrs.  i no longer get the daily bonus wheel, and would like it back. it just disappeared one day.  getting bonuses can help you move on to the next level without a purchase of any kind.
    but, worse...i'm stuck on a level (305) and don't have the option of buying more moves.  i get a repeated message that says " failed to contact store".  i've asked at the genius bar in our local apple store, how i can contact the store, but was told it's the game company's problem and they need an update.
    i've read every forum on "king's" website and even emailed them my dilemma only to get a generic response that i should back up my phone before i download ios8.01.  but, my problem occurred way before the new iPhone update.
    i'm not a Facebook user (some forums say you have to be, and some say you don't), but that shouldn't affect my option of contacting the store.  i sure could use your advice and suggestions. it's a love hate thing.  i like the game, but am so disgusted with not being able to move to a new level.  it's too difficult to get past without the purchasing the extra moves.  i know, i might be considered a loser for even wanting to pay for any part of a silly game. still...i want to have the ability if  you know how i can do it.

    You should mention in your contacts with Apple that the developer is only responsive with a auto-generated reply email and has not followed up.
    I have asked the Hosts to put this in the iPhone forum for a more targeted response. Know that that forum is likely inundated with iOS8x issues, so no promises.

    Did you download the "OS" version? How & where did you search?  Use Sherlock or a 3rd party search software?
    Check inside your Download folder as well as your Applications folder if you have not already done so.

    This is typically if you have a lot of (or high priced) in app purchases.  Contacting the iTunes store, they can reactivate your account.  I believe they temporarily deactivate the account in case someone is making purchases on the account as a protective measure.  I'm sure you have seen the horror stories about "little Johnny" buying lives in Candy Crush to the tune of a thousand dollars? 
    Credit card companies do the same thing, like if your purchasing pattern changes, they may require you contact them before they will allow additional charges on your account.  So, I think it is for your protection.

    If you are in the US then you would also need to add on your state's sales tax, so the actul charge might be a little bit over $0.99.
