Home Connect not ringing on incoming calls

I have a Home Connect that was working well until January.  Now callers often don't get through.  The get a number of rings and the a "Caller Unavailable" message.  I don't have Verizon Voicemail.  I have voice equipment of my own.  Once this starts, it seems to last.   If, however, I make on outbound call (outbound calls always work), following incoming calls works for awhile.  We have tried *228 many times, cancel call forwarded, etc.   All the things anyone can think of.  I am an IT engineer so I think I understand troubleshooting technology.
I have had a number of trouble tickets on this.  VZW says the "calls are getting through" but my unit isn't ringing.   We have replaced the phone and then this week replaced the Home Connect box.  No joy.  I have tried every troubleshooting idea I can think of.   Service says they haven't seen this before but I think this is the same problem many people have reported with voicemail being left even though there was no ring.  I just don't have voicemail enabled.  Incoming calls are not completing correctly.
There is some basic problem here with the unit not properly getting the call or not ringing the phone.   The is VERY frustrating and I have missed important calls.   Again, outbound always works and I have 2 bars on the display.   Also, this just seemed to start in January.
How do I get to the bottom of this and this this fixed?

There have been at least 3 trouble tickets on the number.  The most recent one should be the most complete.   I just return from vacation and my first call to the home number failed this morning.  This is REALLY FRUSTRATING.  Please help.

    Start with your finger at the bottom of the screen (about even with the home button) and swipe in an upward motion.  There should be a row of icons at the top of a grey field.  if the quarter-moon icon is bright white, tap it.  If it was (and still is) dark, take the iPhone in to be evaluated by a qualified technician.

    Also, you may want to do a reboot, hold both the power and home buttons until the apple logo appears and it restarts, ignoring the red slider if it appers, so that everything is reset.

    on left side of your phone you have volume controll an right above that is a small button an if you see a orange or red dot you are in silent mode flip the switch up an it will remove silent .

    If an audio issue occurs when using a specific application, try testing other applications to see if the issue persists.

    Try a factory restore, this might be a software problem so just plug into itunes and go and click the restore button. If this doesnt fix it then its a hardware problem meaning you need to head to an apple store for a replacement.

    Is the phone silenced? Check the button on the side of the phone above the volume buttons if you see an orange line it is silienced, slide it to the front of the phone and it should correct this.  Also ensure the volume is up.  If you've checked these and still nothing are you able to call people? do you have service?

    I hope someone can help or advise on my issue - see points 3 and 4.
    1. Tested with 2 analogue phones - 1 phone definetley known to be working at a separate location - and a mobile phone.
    2. All tests conducted twice - at master socket and internal test socket/  ALL other extensions& broadband line connections removed during testing.
    3. Incoming calls do not ring on the analogue phones, but calls can be answered if analogue phone is picked up.
    4. When hanging up on an incoming call, the analogue phones do not kill the open line. I have to terminate the call on the mobile as well.
    5. Outgoing calls can be made and picked up by mobile with no issues.
    6.  Online BT Line Check reports no faults on the line.
    7. Both analogue phones were checked to make sure they are not in silent mode.
    Anyone have any ideas or suggestions?

    I had this problem recently - caused by a fault in the BT line box just outside the house.
    3. If you ring your number from a mobile do you hear the phone ringing in the mobile? I my case there was just a short ring heard in the mobile and then silence - picking up analogue phone you could then talk to mobile.
    3. This is normal. Reverse cleardown takes some time - I think it is about 10 mins. I often use this feature when I pick up a call on one phone and want to move to another extension. I just replace the first phone, so no phones are connected, then go to the other extension and pick up the call.

    Good day. I am using a Blackberry Curve 9360 Smartphone.
    Hope you can help me, I have inadvertently ticked the "All Alerts Off" option instead of the "Silent" option.
    The phone rejects my attemps to change it back to All Alerts on, with a reply "Alerts  Off cannot be editted or deleted"
    There's a red tick mark next to the icon, and the icon is also highlighted in red.
    The "Normal" option is ticked at the moment but the "All Alerts Off" option remains the same.
    Incoming calls go straight to voicemail without a ringing alert, and a sms informs me of a missed call.
    Please advise me how to resolve this problem, URGENTLY !!!!

    That is strange indeed...typically, only one profile at a time can actually be active...from what you describe, both Normal and All Alerts Off are active at the same time...not normal. Lets try this...
    Anytime random strange behavior or sluggishness creeps in, the first thing to do is a battery pop reboot. With power ON, remove the back cover and pull out the battery. Wait about a minute then replace the battery and cover. Power up and wait patiently through the long reboot -- ~5 minutes. See if things have returned to good operation. Like all computing devices, BB's suffer from memory leaks and such...with a hard reboot being the best cure.
    Now try to reset your sound profile as you desire.

    Check and see that the silent mode switch on the upper left side is toward the front of the iPhone and there is no orange or red showing.

    It has been caused in an OTA glitch.  You need to hook it up to your computer, restore and update off of iTunes.  Good Luck.

    I would check the partition that the DN on the called phone is in and the CSS of the calling phone. These are the two fundamental principles that control when a phone can call another phone.
    You might want to change the partition of the called DN to momentarily, to see that the calling phone can call it. All phones can call the partition unless there are explicit blocks put in place.
