I had an iPhone 4S and kept everthing on it in the iCloud. When I went to sync my new iPhone 5S, about 10 of my apps didn't sync with the new phone. Now these apps say "waiting". I have tried to sync again, several times, but they still say "waiting". What is going on?

If your contacts are not syncing with any external service, meaning that the contacts only exist on the iPhone, you may be able to take advantage of a particular iOS backup limitation. Your backup does not contain all of your contacts*, so if you restore your iPhone and reload your backup, that may skim off the contacts that were loaded, but that of course may contacts that you want to leave on the iPhone. You should use some sort of external contact manager eventually.
*Apple is not entirely clear about local contacts and backups, and there is some disagreement among users here. The article below states:
Your contacts are part of the backup to preserve recent calls and favorites lists. To avoid any potential contact data loss, back up your contacts to a supported personal information manager (PIM) or another cloud-based service (such as Gmail or Microsoft Exchange).

I would just explain that this just started happening, that nothing has changed on the phone, that it is an original iPhone and I wondered if they are implementing a change in coverage with their Edge network in my area.
If you restore your phone, you will be given an option to back up your phone at the beginning of the process (see step 6 here: http://support.apple.com/kb/HT1414). You will be given the option to restore to that backup at the end of the restore process. Your messages are stored in the backup so restoring to the backup will return the messages to your phone. Be sure to import your photos and videos to your computer (see http://support.apple.com/kb/HT4083) and back up your contacts somewhere before restoring your phone as these sometimesget lost in the restore process.

On the iPhone, go into Settings -> Store and turn off "Automatic Downloads" for Apps (and Music and Books, if you wish). You can also do that on the iPad to prevent it from going in the opposite direction.
That will stop any automatic downloading... to prevent them from coming over when using iTunes, select the phone (under Devices), Apps, and then uncheck "Automatically sync new apps." Again, do the same for the iPad if you wish.

On your iPad and iPod touch tap Settings > Store
Make sure Music is switched On under Automatic Downloads.
Now restart your iPad and your iPod touch.
Hold the On/Off Sleep/Wake button down until the red slider appears. Slide your finger across the slider to turn off iPhone. To turn iPhone back on, press and hold the On/Off Sleep/Wake button until the Apple logo appears.
You can re download iTunes purchases for free if necessary > Downloading past purchases from the App Store, iBookstore, and iTunes Store

Let me recap...Apple TV can access shared music library via Home Sharing with no issues. The iPhone 4S can ACCESS the shared library, SCROLL through the songs, but when I attempt to PLAY a song it just skips it and sends me back to the browsing screen.

I would recommend deleting contents off your hard-drive to make space (how much is left..you should be having 15% free as a general practice) and backing up the phone prior to upgrading.

Where are you looking for Siri voice selection? It should be in Settings/General/Siri. You must also choose a language that has a choice of voices. US English and Canadian English do, UK and Australian do not.
What do you see in Settings/Wallpapers & Brightness? You need to tap one of the 2 images to see the selections available.
As I said, it is impossible that the installation is incomplete; you just aren't finding the new features. Unfortunately in 2012 when I (903.647.0073) upgraded from the iPhone4s to the iPhone 5 I started having reception problems. I started having dropped calls in my home. I had to go outside to get reception without dropped calls. I was told that because of metal in my home I would have to purchase a Network Extender for $250. And we HAVE not metal in our home. AND our other lines all work fine. I felt this was ridiculous. We already pay $350+/month for service and I should NOT have to purchase additional equipment for a service that I already pay for. The manager of our local store at the time gave us at no cost a Samsung Network Extender. It worked beautifully until about a month ago. I went to our local Verizon store and was told that I would have to purchase an extender. THIS is RIDICULOUS. We have been loyal customers for over 7 years and have been very satisfied with our service. Unless this issue can be resolved without purchasing an extender we will be switching our service as our lines come up for renewal. I regret this as we have been very happy with our service. But we should NOT have to purchase anything extra for one line that will not get good reception. Again, we pay $350+/ month for a service that does not work properly, simply RIDICULOUS! Currently the "sys" light flashes red (slow) and the GPS light remains red. Please help this very frustrated customer.

Regardless with what carrier your with you might have the same issue, My recommendation would be to get a router that will help you with viewing live traffic and keep a tally of your usage and any device connected to your internet connection. You can go with the peplink balance 20 and be able to look at your traffic by the hour, daily, weekly, monthly or yearly. Look for trends, see what computers or devices are doing what I attached a screen shot so you can see an example of mine. You can purchase the router at 3gstore

Assuming you have finished with your old backup.....
You can see what your iCloud storage is used for and delete any unwanted content at settings > iCloud > backup & storage > manage......

At this point it would be best to restore both phones. Do backups of both old phones, and restore new phones from those backups. (make you choose the correct backup for each phone or you'll back were you started).
You can use multiple devices with the same computer, and even the same itunes library. Howevever, it may be easier just to set up seperate user accounts on the computer for the future.

I am also unable to access the keyboard if I want to search for a contact as long as I went through the recent calls tab. Has anyone a fix for this problem? If you want to try it out, do the following?
Dial a number from your iPhone Keypad. After cutting the call, try to save the number you just dialled to your contacts by choosing the new contact option. You will see that you will not be able to key in the name of your new contact.

Works fine for me.
Try a reset: Simultaneously hold down the Home and On buttons until the device shuts down. Ignore the off slider if it appears. Once shut down is complete, if it doesn't restart on it own, turn the device back on using the On button. In some cases it also helps to double click the Home button and close all apps BEFORE doing the reset.
