I am using an IPad 4 and I was notified of an IOS update. When the update started the screen froze displaying a zipper from the bottom with an arrow above that and an itunes icon above that. IPad will not do anything.

You are in Recovery Mode. Follow step 1 to 6 closely to recover your iPad.

You need to "authorize" the Mac.
Launch iTunes on the Mac then from the iTunes menu bar top of your screen click Store > Authorize This Computer.
Now, using the same Apple ID as you used to purchased iTunes media originally, you should be able to sync all your content.

Try manually placin the iPod in Recovery Mode and restore via iTunes.
Next try DFU mode and restore

Just received a replacement ipad and when I connected it to my computer I followed the prompts exactly like the apple tech said. Problem is, I get to a screen prompt that asks me to restore (which he said to click) and now my screen is frozen.

When I got to a prompt asking if I wanted to restore the iPad he said to click on it. I did. Now my iPad screen is frozen on the iTunes connect screen and I cannot get out of it. An iPad shows connected in my iTunes folder, but when I run a diagnostic it says no iPad is detected.

If you're unable to do the Restore, go into Recovery Mode per the instructions here.

The reason I ask is that if you have AppleTV 2 720P connect it to your PC without the Power Cable and wait. Eventually it will pop up with teh recovery option.
If it is AppleTV 3 1080P do the same but this time also connect the power adapter to the AppleTV.
