Didn't the link to contact the iTunes Store staff in the 'Additional Information' section of that article work for you? If you don't already have a valid rescue email address, only Apple itself can reset the questions.

I don't remember my security answers and I have two emails set up. The websites keep saying to send a rescue email but it doesn't give me the option to send one. I can get on my apple store on the computer but it requires the security questions for my ipod; I don't understand what I'm doing wrong. Someone please help!

Just log into the appleid.apple.com website > sign in with his/her apple id > go to password and security in the left side > enter the security questions > and from there you can edit the rescue email.

If you have just added an address to your account then it will be an alternate email address - a rescue email address can only be added by answering 2 of your questions. You will need to contact iTunes Support or Apple to get the questions reset.

The instructions are on the page that you posted from. If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then using steps 1 to 5 on that page will give you a link to send reset info to your rescue email address.
