What are the options if one iPad was stolen last week and Apple created a bug which the burglar can turn off "Find My Phone"?

Last week, my gf was stolen and lost her iPad. I thought that everything was lost because "Find My Phone" didn't manage to track the iPad location so the police could do something.
Today, I ended up reading this article (http://9to5mac.com/2014/04/03/ios-7-bug-allows-anyone-to-disable-find-my-iphone- and-bypass-activation-lock-without-a-password/) which tells me that the iOS 7.1 presents a bug where someone can deactivate the "Find My Phone" function without the password.
What are the options here so I can rehave the stolen iPad, which Apple helped the burglar to keep it or even sell it?

Apple didn't "help the burgler" do anything. Did she have a passcode on the device? If so, the thief would not have been able to access any of the functions needed to disable Find My Phone. Also, if the device doesn't show up in iCloud's Find My Phone, it may be that it is simply turned off, or not connected to a network.

FedEX Had My Iphones since Sept.1 and did not deliver it yet!

my FedEx tracking number says that they tried to deliver my iphones4 on Sept. 1st but they didn't even leave a delivery notice!
Since Then the phones have been held at their facility here in Montreal
I talked to FedEX they said that they have to contact apple before they attempt another delivery!!! !!!! !!!
What!!
I received so many FedEX packages before I never encountered such a problem!!
and why is it taking so long to contact apple?!

Sometimes I think sellers tell you that someone has to be there to sign just to encourage the buyer to take time off and wait for delivery. If you've wiped the device remotely then it is no longer associated.
You could also change the password for your Apple ID.

Contacts are designed to be synced to a supported application on the computer or a cloud service.
Pictures taken with the device are designed to regularly be copied off the device to a computer as would be done with any digital camera.
If you have failed to use the device as designed it may be too late to recovery anything.
Is the device regularly backed up to a computer via iTunes? If so, the most recent backup (when restored to a replacement iOS device) should contain all contacts and pictures as of when the backup was created.

That would tend to indicate a permissions issues on the computer.
Running an outdated version of iTunes is of absolutely no benefit.

What I think you are talking about is a user name and password for an Apple ID.
Apple IDs use a email address and a password you create for that email address on Apples website.
There should be a link on whatever page you are on to Create an Apple ID. Click that link.
Or just open App Store from the link on you Dock then Find the link to create an Apple ID.
Absolutely not. You can create a blank password. Yes it's stupid. Yes it's unsafe. But from helping people with their Macs, I find most do not set up a password. <facepalm>

It sounds like you accidentally restored your new iPhone 5 with the backup of your iPhone 4S. If you want to return the iPhone 5 to factory settings, and have the option to setup as new, you'll want to restore it with iTunes (omitting the steps about backing up and restoring from backup):
