You aren't charged when you pre-order an item, you are only charged when it's released and you download it - at any point up until them you could cancel the pre-order, so you are only charged on downloading.

Have you tried booting from the Recovery HD to reinstall Lion?
Boot to the Recovery HD:
Restart the computer and after the chime press and hold down the COMMAND and R keys until the menu screen appears. Alternatively, restart the computer and after the chime press and hold down the OPTION key until the boot manager screen appears. Select the Recovery HD and click on the downward pointing arrow button.
You will need the Apple ID and password used to purchase Lion. If you have not purchased Lion, then you will need to purchase the Snow Leopard DVD and install Snow Leopard then update it to 10.6.8 to access the App Store where you can purchase and download Lion under your own Apple ID. Or you can purchase the Apple USB Lion installer flash drive at any local Apple retailer or the Online Store. -
Purchased app no longer available - App store asks me to pay again.
I purchased Call of Duty 2 on the app store, played it through and then deleted it, expecting that I could download it again when I wanted to play it again. That has been possible with other games - and Call of Duty 2 - but now COD2 isn't in my purchased list, and the App store asks me to pay again for it. Any ideas would be appreciated.

The Mac App Store allows you to install a purchased app on any computer if you sign into the same AppleID in the app store. You will not need to purchase again. In fact, all you need to do is sign into your account on the 2nd and subsequent computer and then click on the Purchased icon at the top and you'll see a complete list of apps you've purchased. If an app is not installed on the current computer, the button on the right will become an Install button.

It can take 24-48 hours for an order to process, but once it does you'll be able to log in and convert files.

As you appreciate number of times application can be downloaded has recently increased from 5 to10 times but perhaps some essential information was lost during re-format of device.
On your PC sign-in to http://www.ovi.com/services/ and go to "Contact us" and a form to enter details should be revealed; include transaction ID from Email sent to you and why you need a new link sent and hopefully SMS with link to re-download will follow.

Some apps are universal (the single app is optimized for both iPad and iPhone) and some apps have separate versions for each device, with a separate price for each. Whether or not they sync to each other has nothing to do with it.

You could change your iTunes account such that they cannot access it in order to buy or download apps. -
I was looking at a tanning website today and then I logged off and went to eat lunch. When I came back, I got on Facebook and on the side were ads for tanning. What do I do so that this won't happen? Assuming you mean that you performed the repair yourself, it would seem that you either obtained a defective screen or you did some sort of damage when you replaced the screen. You can try asking for assistance on ifixit.com, a site dedicate to those attempting their own repairs, or you can take the iPad to a shop and pay them to try to correct the problem for you. Apple will no longer touch your iPad now that you've attempted your own repairs.

I suspect you have a 2G iPod. Those can only go to iOS 4.2.1. The hardware prevent unsing a higher version.
