I understand Apple doesn't list, track, or flag stolen devices, so does that mean they just allow stolen devices to be used by a thief with a new Apple ID and iTunes and AppStore??

The thief can everything but take it in for repairs.

Does any other manufacturer of any of the products you own track stolen equipment? Probably not. The thief can do whatever he wants to do with the stolen computer.
