Have you tried a reset ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider if it appears), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

If the store that you bought it from is nearby then you could try going back to it and ask them to activate it properly. Like all gift cards, iTunes Gift Cards have to be activated by the retailer at the store where the card was purchased and that message makes it sound like that did not take happen. So perhaps that is the issue and you might have to take the card and the receipt back to the store and have it activated.

If nothing on that website works to get this resolved, there is a link where you can contact iTunes support. You may need to do that in order to get this straightened out.

If you purchased the card from a retailer, you will have to go back to that retailer and get them to correctly activate the card.

Normally what you should do is go back the retailer from whom you purchased the card and discuss the problem with them. They should either correctly activate the card or give you a new one. Since you have no receipt, though, it's unlikely that Target will help you, so go here:
iTunes Support
and follow the instructions to report the issue to the iTunes Store.

Use ProcessMonitor from Microsoft and look in the logs to see if there are any Access Denied errors. Also look in the IIS logs and Event viewer to see if anything there is being logged.
Anti-virus software logs is another place to look....
Pop up blocker in the Browser maybe or possibly adding the new server name to the trusted list.... Domain permissions possibly...
If you browse the App from the Server does that work?

This is expected behavior. Upon initial sign in to the iTunes Store (or a new iTunes Store region), you will be asked to accept the Terms and Conditions, as well as enter account information/billing information.

Start by trying to repair iTunes from the programs and features control panel.
Otherwise, for general advice see Troubleshooting issues with iTunes for Windows updates.
The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down page in case one of them applies.
Your library should be unaffected by these steps but there is backup and recovery advice elsewhere in the user tip.

Let's try a repair install of iTunes.
Restart the PC first.
If you're using Vista or 7, now head into your Uninstall a program control panel, select "iTunes" and then click "Repair".
If you're using XP, head into your Add or Remove Programs control panel, select "iTunes", and click "Change". Select "Repair" and click "Next" as per the following screenshot:
