I am trying to restore a new iPad from iCloud but it is saying there 'are no iCloud backups are compatible with the version of iOS (6.0) on this ipad' my previous back ups had been iOS 6.1.2

I think that imobl hit the nail on the head.
The OP is trying to restore an iOS 6.1.2 backup on his new iPad that is only running 6.0. You can't restore from a newer iOS backup to an older iOS. The OP has to update the new iPad to iOS 6.1.2 and then it will work.

Welcome to the Apple Community.
Yes, update first, Settings > General > Software Update.
Then navigate to Settings > General > Reset > Erase all contents and settings on the device you want to restore.
When this completes and the Set-Up Assistant starts, choose "Restore from iCloud Backup" and enter your iCloud account and password. You will see the three most recent backups for each of the devices on which you enabled Backup. Choose which backup to restore from. -
Trying to set up new 5s from icloud backup on 4s. when i select "restore from backup" the current backup on my 4s (today) is gray and cannot be selected. the msg on the bottom: "No icloud backups are compatible with the version of ios (7.0.6) on this phone. 4s ios is 7.1 with no updates available. help?
You will have to first update your new iPhone 5s to iOS 7.1 before you can use your iPhone 4s backup.
Set it up as new, do the update (Settings > General > Software Update) and then re-enter setup by erasing the phone (settings > General > Reset > Erase all Content and Settings). -

I have this exact same issue. Replaced my iPhone 4s with the new iPhone 5s, setting up my new iPhone 5s to restore from iCloud. This completed and now I am unable to delete my old iPhone 4s iCloud backup (consuming 15.1 GB of my 20GB allocation). How can I delete it, so that I get my 15 GB back? I am not going to invest in additional iCloud storage, because I will be 15 GB down from the off.

UUpdate the new iphone to iOS 8.3 before you try to restore the backup.

I am trying to back up my fiels from old iPhone 3S to the new one I have just bought using iCloud and when I am doing it, my new iphone 5 is writing thet iCloud back-up are compatible with the version of iOS (6.0.2) on this iPhone. What does it mean?
I just worked on this same issue for someone else at work (iPhone 4 or 4S up to date). The iPhone 5 needs to be up to date to the newest version of IOS
Here is what I did:
1. Got into the iPhone 5 without using an account
2. After getting in, it shows that there is an update
3. Completed the update
4. After the phone rebooted, went in and completed a reset of the phone to factory
5. When it came back up followed prompts and was able to restore from iCloud backup.

I recently lost my iPhone 5 and purchased a refurbished one on line, I'm trying to backup by iCloud to the new phone but when I get to the "Choose backup" screen I'm told "No iCloud backups are compatible with the version (7.1) on this iPhone". My previous iPhone had up to version 8.1.3. Now I'm stuck in the backup screen and can't get back to settings. How can I finish the backup and how do I get out of backup mode to possibly update to the version I need?

What you are going to need to do here is update your iPhone's version of the operating system to a version at least as new as the one on your backup - iOS 8.1.3. To do this, follow the directions in this article -
If your iPhone, iPad, or iPod touch doesn't respond or doesn't turn on - Apple Support
Specifically -
Make sure that you have iTunes 12 or later on your computer.
Put your device in recovery mode.
When you get the option to restore or update, select Update. This will reinstall iOS without erasing your data.
Once the update is complete you should be able to restore from your backup.

You'll have to update the phone in iTunes on your computer in order to access your backup.
Connect the new phone to your computer, open iTunes, click on the name of the phone in iTunes, go to the Summary tab, then click Check for Update and update your phone. (If you get a pop-up when you connect to iTunes to update, go ahead and update.) After updating the phone, set it up as a new iPhone, disconnect it from your computer, go to Settings>General>Reset, tap Erase All Content and Settings, go through the setup screens on the phone and when given the option, choose Restore from iCloud Backup. Sign into your iCloud account and your backup should now be available to restore from. -

fwiw, I changed my ios7.04 setup answer of restore from itunes to new iphone. Eventually that allowed me to set up icloud, then turn off find iphone, restore. Very strange ios update. -

Restore from iCloud Backup
1. Erase all contents and settings (Settings>General>Reset>Erase all content and settings)

3. You'll see Apple logo and progress bar
4. You'll see a big iPad logo on screen

8. Enable Location Service
9. Select network, enter password and join network
10. You'll be given 3 options (a) Setup as New iPad (b) Restore from iCloud Backup (c) Restore from iTune Backup
11. Selected Restore from iCloud Backup
12. You'll be required to enter Apple ID and Password
13. Agree to Terms and Conditions
14. Select Backup file
15. You'll see progress bar
16. Red slider will appear; slide to unlock; step #1 to #16 is fast
17. Pre-installed apps will be restored first
18. Message: Purchased apps and media will now be automatically downloaded
19. You'll see a pageful of apps with Waiting/Loading/Installing
20. When the restore process is complete, your device will restart. You should connect the device to iTunes to sync data not contained in the backup (such as music, videos, apps, and so on). -

What's the best cover for the new iPad (3rd generation). I've been told by a store employee (university bookstore) that there are problems with the magnetic covers on the newest iPad. Suggestions?
The best cover is the one that suites your needs. Try Google. There are dozens on the market.
As for the Apple Smart Cover, it does work with the new iPad. There are a few reported issues with it, but that doesn't come close to representing the totality of folks with it. -

Perhaps the five includes computers that you no longer own, or a computer that has had a replacement hard drive put in it.
In your iTunes account, De-authorise All and then authorise the computer(s) that you still use.
