Budget inconsistancy in BCS

Dear  Friends,
I am using funds management in my current project, here we are implementing the BCS.
While updating the budget in comibination of Fund, Fund Center and Commitment items it will not update the budget in the consumable filed, it get update with Current Budget.
Can anyone please update the tcode which help me to update this inconsistancy of budget in Funds Management.

    Basically, the main advantage is more flexibility in availability control and key figures reporting. However, you should also consider the fact that Former Budgeting is not supported anymore by SAP in terms of developing new features; all the development is done now only in BCS.

    After some research, I found out that the simplest way to control POs on multi-annual basis, while control Actuals on annual basis is:  To define 2 Availability Control Ledgers - 1. With Annual Checking Horizon and exclude Value Types of Commitments .
                                                                                    2. With Overall Checking Horizon for all Value Types .
    Just sharing it with you.

  • Profit center filed in Fund Center Master data in Budget Control system(BCS

    Hi to all,
    This is client requirement that Profit Center need to be put in Fund Center master Data, I have checked standard SAP field status for Fund center master data but Profit center option is not available there.
    Could some one advise me how to add profit center into Fund Center or is there is Badi or customer enhancements available in SAP.

    I dont know the reason why the customer wants this but in case the Profit Center of the funds center must be the same as the one available in Cost Center master data they can create a derivation rule in FMDERIVE for this.
    The same in case Profit Center comes from the WBS Element, in order to read the WBS element master data, you will have to
    create a new derivation step calling function module FMDT_READ_MD_WBS_ELEMENT.
    In case Profit Center should come from another place, let me know.
    Just to inform the exit names, in FMMD0009 Customer-Specific Screen Fields for Funds Centers, you have the following exits:
    EXIT_SAPLFMF2_001
    EXIT_SAPLFMF2_002

  • Issue in periodic budget transfer in FM BCS

    Hi All,
    We have implement FM BCS na dfacing issue in periodic budget transfers. Below is a example..
    Uploaded Budget for A fund center and AA commitment item for all months of a FY 2012
    Jan   = 150
    Feb   =100
    Mar  =100
    Ap =100
    May  =300
    Jun  =200
    July = 200
    Aug =200
    Sep =200
    Oct =100
    Nov =100
    Dec = 100
    Now the total current budget for FY 2012 is 1850 eur
    Now I want to transfer budget from this fund center "A" and commitment item "AA" to some other fund center and commitment item. I am using distribution key as "0" lets say for feb 2012. I am able to transfer more than EUR 100 where as in FEB month I have only EUR 100 and I should not be able to transfer more than this. We are working on Annual Budgets.
    Please suggest on the same.

    Hi,
    Budget control in BCS is working on annual/multi-annual basis, i.e. there will be no control on monthly basis even if you enter your budget period by period. If you want to implement monthly control, you might use FM object 'Budget period' which is available as from 6.04 release. If you are in earlier release you can make a workaround with some unused FM object, e.g. Funded Program. This issue has been discussed several times on SDN, so please search for available material.

    we are using SAP version 4.7.  We are currently in the process of migrating our budgeting from Former Budgeting System (FBS) to the new Budget Control System (BCS).  We have ABAP reports that uses logical database FMF.  I am trying to find a document that would describe the impacts of BCS on logical DB FMF. SAP online documentation doesnt seems to have such a document. Has anyone stumbled on any such document ?

    We are going to migrate our system from FB (Former Budgeting) to BCS, in the middle of the current year.
    The migration activities deal only with Budget data migration.   
    My question is:  How to migrate Commitments and Actuals ?   
    We use only Payment Budget

    Are you thoroughly clear on the concept and functionality of Budget Control System?
    Compared to FB, BCS provides changes to 2 main functionalities in PSM-FM:
    1, Budgeting/planning
    2, Availability Control (AVC)
    -> This means, that the processes / functionalities / technical details for commitments/actuals are not changed in any way by implementing / migrating BCS. 
    The BCS implementation changes the data structures for budgeting tables. That is why migration of data from old budget tables to new ones is needed (even this is not mandatory, if you choose to use old reports for old budget data). You can check budget table correspondency between FB and BCS here: http://help.sap.com/saphelp_rc10/helpdata/en/c3/2c344071c82b22e10000000a1550b0/content.htm
    The main point is, that commitment/actuals data is not changed, and thus no migration for those is possible (or needed). The commitments remain to be updated in table FMIOI and actuals in table FMIT. You just need to use the new BCS reports to view for example budget consumption when BCS has been activated (for example report FMRP_RW_BUDCON).
    Also, you might want to consider if the migration of the old budget data is overall an absolutely mandatory requirement. Technically, you do not need to run any migration, but you can use old FB reports for previous fiscal years and just simply load only future budgeting data into the BCS. At my customer it was decided that no migration is needed, and we went successfully live with BCS withtout any issues. For past fiscal years they will be using FB reports.

    Please find below mentiones some important point wise comaprison of both BCS Vs budgeting.
    BCS:The functions in this component support budget planning, budget execution and allow you to monitor the availability of funds.The budget control system (BCS) in Funds Management is an alternative to former budgeting. BCS is designed to allow flexible customer-specific adjustments to all important functions. BCS is SAP’s strategic budgeting tool.
    Implementation Considerations:If you use the Grants Management component integrated with Funds Management, only BCS fulfills the prerequisites necessary for this. This also applies if you want to work with funded programs for the account assignment. The required FM account assignment elements Grant and Funded Program are only supported in BCS.
    SAP does not intend BCS and Former Budgeting to be used at the same time. Therefore, menu transactions, functions and the necessary Customizing are separate.
    If you want to use the budget control system as an operative budgeting tool in Funds Management, you must activate this in the Customizing of Funds Management, under Basic Settings->Activate Global Functions for Budget Control System ( BCS).
    Integration:All other FM master data is also supported in BCS, as well grant and funded program master data.
    BCS includes an integrated planning tool with basis functions for budget planning. If you want to use comprehensive budget planning, you can exchange data with SAP’s Strategic Enterprise Management.

  • Funds Management BCS error: Combination ENTR / A1 is not allowed in budget

    I just applied Budget Control System in Fund Management module. I use FMBBC to enter budget value. I select BCS value type B1, Process ENTR, Type A1 and enter Fund Center/Commitment Item value. Whenever i tried to save, it always show error Combination ENTR / A1 is not allowed for status ADEC, Budget. Same error with any other combination. 
    I already assigned budget type and process combination in FM area (Budget Control System (BCS) > Budgeting > Basic Settings > Definition of Budget Data > Budget Types > Assign Budget Types to Processes (Mass Maintenance)

  • Error Message FMBAS202 Year of cash effectivity mandatory for budget cat 9G

    Hi all,
    I activated BCS and use update profile 000350 (Separate PB/CB budget lines; standard), we tried to post simple FI posting and the error come up

    Message no. FMBAS202
    Diagnosis
    The FM update profile does not support the year of cash effectivity for commitment/actual values (posting ledger 9B). However, the year of cash effectivity is mandatory in BCS budgeting for budget category 9G and FM area 0100: the minimum value in this case is 2009.
    System Response
    Processing of the commitment/actual data record stops.
    Procedure
    Deactivate the year of cash effectivity for the corresponding budget category 9G and FM area 0100 in the IMG activity Choose Budget Category.

    So I click the link and it goes to Define Budget Category screen where we assign budget category (9G) and time horizon (1) to a FM area, but not mention of deactivating year of cash activity.
    My question is:
    1. Where is the button to deactivate the year of cash effectivity?
    2. What's the difference between budget category 9B and 9G? Both are Commitment Budget.
    3. I dont remember assigning budget category 9B to an FM area. Where is the setting?

    When you go to IMG - Public Sector Management - Funds Management Government - Budget Control System (BCS) - BCS Budgeting - Basic Settings - Definition of Budget Data - Choose Budget Category, what's the settings for 'Time horizon' field? It should be blank for 9G(commitment), if you don't work with cash effectivity.
    9B is posting ledger, while 9G is budget ledger. You don't have to assign 9A/9B to FM area.

  • Item 010 Fund Center/Commit Payment Budget Exceeded (FM)

    Hi Expertise,
    Our user executing FMJ2 transaction to carry forward purchase requisition (PR) / Purchase Order (PO) from 2014 to 2015 (April to March) by that time getting the below error message, but budgets are available for 2015.
    Item 010 Fund Center/Commit Payment Budget Exceeded
    Another user also facing the similar issue while create new PR in the current FY-2015 with different commitment item & fund center, still getting the same error, but budgets are available for 2015.
    Kindly share your views and ideas, its urgent.

    Hi Jammy,
    Please check the following hints about this matter:
    1) To be on the safe side, please run report RFFMRC04 in test mode, to see if there are differences between the line items and totals table.
    If errors arise, please run it in update mode, whithout other budgeting/posting activities occurring at the same time (otherwise you may encounter differences). Then, please reconstruct the AVC totals (FMBV for Former budgeting, FMAVCREINIT for BCS).
    2) Reassignment during fiscal year change also uses the Derivation strategy for reassignment (transaction FMYC). Please verify if you have defined in FMYC a different FM account assignment (funds center and commitmente item) than the one that you are expecting.
    I am not sure if you have Former Budgeting or BCS, therefore consider also the following:
    3) IF you are using Former Budgeting, I guess you are getting BP629. Please check report BPINDAN2_NEW and  if the 'Assigned budget' is same as the 'Commitments/actuals' the values are ok and budget is missing. If the values are different, you must run report BPINDX03 (FMBV) first to correct it.
    4) IF you are using BCS, I guess you are getting FMAVC* message. For this, use transaction FMAVCR01 to verify your budget consumption and make sure that the budget was updated for payment budget not commitment budget (as per the error message that you are receiving).
    5) Please check how this UOM (unit of measure) is defined in transaction CUNI.
    In this transaction, you can set the Value-based commitment indicator.
    This indicator controls whether commitments for the chosen unit of measure are
    recorded on a quantity basis or a value basis. If the indicator is not set, the
    commitments are managed on a quantity basis. If you set the indicator they are
    managed on a value basis.
    For value-based updates, the reduction of purchase order commitments occurs
    with the maximum of goods receipt and/or invoice value. For
    quantity-based commitments, the reduction of purchase order commitments occurs
    with the maximum of goods receipt and/or invoice quantity.
    Example:
    You create a purchase order with the quantity of 1000 at the price of 10.
    You post a goods receipt related to this PO with the quantity of 500 at the
    price of 9.
    For value-based updates, an amount of 4,500 is updated.
    For quantity-based updates, an amount of  5,000 is updated.

  • FMJ2 - Transfer of  Budget linkedto  commitment

    Dear All
    We only want to carry forward the Open P/O with their budget to next fiscal year.Then I expected that budget linked commitment must be simultaneously transferred with commitment amount when I ran FMJ2 transaction.
    But, while the amount of commitment for open P/O has been transferred successfully, the related budget amount for that open P/O was not transferred at all.
    So when I run "FMRP_RW_BUDCON" transaction, it shows like this.
    Consumable Budget Consumed Budget Available Amount Current Budget
    =============== ============== ============= ===========
    0 1,000 1,000- 1,000
    As you see, the available amount has negative value.
    Could anyone advise me where I have a problem for this?*

    3-Public Sector Management-Funds Management Government-Closing Operations-Commitment Closing Operations-Closing Operations for Budget Control System (BCS)-Activate Budget Carryforward for Commitment ( Value Type 51, Budget Category 9F,  Activation Stat "Active)
    4-Public Sector Management-Funds Management Government-Closing Operations-Commitment Closing Operations-Closing Operations for Budget Control System (BCS)-Define Budget Entry Documents for Commitment Carryforward (defined the document Type for heade (MBCF)r and budget type sender ( CFWD-Budget Type ) & receiver ( CFWD-Budget Type))
    System pass the budget entry by taking the document type ( MBCF) and Budget Type CFWD in sender & receiver year.
    I also run the transaction FMAVCREINIT - Reconstruct , but result remain same.
    New Year Result Consumable Budget= "0" Consumed Budget= 1,000, Available Amount=1000- Current Budget=1000, Available Amount is Negative
    previous year report, the result are Consumable budget =1000" Consumed Budget = "0" Available Amount ="1000" Current Budget ="0" in this year  1000  become available for consumed.
    Please advise

  • Entering budget data on different levels

    Dear experts,
    I have a question concerning posting budget data on different levels in BCS. In Former Budgeting there was an automatic check for budget entry which was not allowing greater amounts on lower level commitment items than on higher levels.
    Now with BCS there is not a hierarchical structure when entering budget data so you can enter a greater amount on subordinate commitment items than on superior ones.
    Do you have an idea if the budget entered on the lowest level can be totaled up automatically to the higher levels of the hierarchy or consistency checks should be defined in order to control budget amounts on the different levels???

    Dear SAPPSM,
    In the Budget Control System (BCS) there exists no hierarchical budget structure which would take into account some funds center hierarchy, for example.
    This was standard function in Former (or Classical) Budgeting, but is not available in BCS only from EhP 603 on, you will be able to have multi-level budget structure but still in development phase.
    As a consequence, when you enter budget, budget values are only created at the level of budget entry (for example, at the 3rd level). Furthermore, BCS does not provide functions like "Distribute budget"
    or "Total up budget".
    However, you can "simulate" a totalling up of budget values via reporting. For example, for Report Writer reports like FMRP_RW_BUDGET you can use funds center groups (FM menu, Master Data, Funds Center), created by transaction FM_SETS_FICTR1. You can use such funds center groups with the Report Writer reports, which then automatically sum up the budget values according to the funds center group.
    BCS is a complete system with more possibilities than FB and you will be able to define strategy derivation for controling budget or posting address according to business process. Please check the documentation available in help.sap.com and in BCS node from SPRO configuration.
